if there is no associated audio track for the video track, premiere will not let you put the clip on the track if it has audio.

    make sure there is an associated audio track for the video track you're trying to drag the clip to. video 1a and 1b use audio tracks 1 and 2, video 2 uses audio track 3, video 3 uses audio track 4, etc.
